Walters, typically very hostile towards Enterprise Zones, issued a short article this morning in which he urges a review of what he considers “all tax loopholes.” The article notes that LA City Mayor Antonio Villaraigosa recently took a shot at Senate President Pro Tem Steinberg for authoring SB 974 which seeks to shift EZ funds to a new high school training program. The article also notes that Gov. Schwarzenegger recently issued his support for expanded EZs. In conclusion, Walters merely seeks a wholesale review of all tax “loopholes” rather than the usually vociferous and targeted cry to eliminate specifically the Enterprise Zone program. This could be seen as recognition that the EZs have strong support from upper levels of government and more importantly, that being able to tout the EZ program has immediate and positive tangible and intangible effects on the business climate and job creation.

In today’s Daily News, Austin Beutner, LA’s first deputy mayor and CEO of the Office of Economic and Business Policy, issued a strong statement in favor of the expanded LA Enterprise Zone. More importantly, he backed the general tax policy underlying the EZ Program, i.e. tax credits bring in business and thus more than pay for themselves with other tax revenue and job creation. This is directly contrary to the unions and others who currently oppose the EZ Program. Beutner had this to say:
Indeed, proof of sincerity on the part of City Hall once was a hurdle in bringing Los Angeles’ economy back to life. But no more. Ronald Reagan used to joke that the scariest words in the English language are: “I’m from the government, and I’m here to help.” Well, the lesson of this “L.A. Story” is that the city government can and will continue to help businesses, including those already here, that want to be a part of our comeback.
I’ll give you an example of this new approach, which occurred recently: Baxter Biosciences, and the expansion of the East Los Angeles State Enterprise Zone.
Baxter, an Illinois-based biotech firm with more than 1,100 employees here in Los Angeles, was hedging on its Southland future despite having opened its doors here nearly 60 years ago. The city’s Office of Economic and Business Policy met repeatedly with company officials since the beginning of this year. We worked with the state to create an expanded enterprise zone that would allow Baxter not only to remain here, but to grow – in this case, by taking advantage of lower operating costs and newfound tax credits.
The result: Baxter stayed put in Los Angeles.
Will there be future Baxter success stories in L.A.’s future? We certainly hope so. It won’t be for lack of effort or for failure to think outside the box.
Los Angeles is long past overdue for a comprehensive overhaul of a business tax code most likely designed for businesses that shod horses and sold blocks of ice for a living. It’s that outdated.
We must better understand what businesses – trade, transportation and clean technology, to name but three – will define 21st century California. Yes, we must offer encouragement and incentives. But we also have to do this in a sensible way. These necessary changes to the city’s tax code must take into account the full impact on revenue and city expenses.
It is not going to be easy, but it’s something we must do if the city is to have a bright economic future.

In collaboration with the Latino Business Chamber of Greater Los Angeles, State Controller John Chiang will host a free small business tax seminar. On the agenda is a discussion about the benefits of the California Enterprise Zone tax credit program. The event will be held June 28, 2010 from 5-8 pm at the MALDEF Building downtown LA.

In potentially great news for Los Angeles, Mayor Antonio Villaraigosa has proposed a 3 year tax holiday for new businesses that move to or launch in the city of Los Angeles.
After seeing the success of the city’s local enterprise zone, Villaraigosa suggested that the new policy would help increase overall revenues for the city.
So what do the experts think about the policy? “The new policy will lead to the creation of up to 55,000 jobs and generate additional revenue for the city of Los Angeles,” said Charles Swenson, a USC professor who conducted research specifically for the initiative. “In addition, the multiplier effect of additional economic activity in the city nets a positive revenue impact.”

The Pacific Research Institute poses an interesting question that many business owners across the state have been pondering: should all of California become an Enterprise Zone?
K. Lloyd Billingsley proposes the following ideas below:
An enterprise zone is an economically depressed area targeted for revitalization through tax and regulatory relief. Such relief attracts business, provides jobs, reduces poverty and generally improves conditions. California has 42 enterprise zones, recently criticized as “ineffective” by scholars David Neumark and Jed Kolko. That prompted some business owners to fire back.
“The Enterprise Zones scattered throughout the state are like a business-friendly oasis in the desert of high-cost and regulation that is California,” wrote Daniel Morrow in the February 12, 2009, Capitol Weekly. “The tax breaks for buying equipment and hiring people provide exactly the kind of incentive that is necessary to get business to stay in California in the first place and serve as an attraction for new businesses as well, one of the very few California has to offer.”
California could also use another idea favored by Jack Kemp, an advocate of the flat tax. This means everybody pays the same rate, instead of a more punitive (what “progressive” really means) rate for high-income workers. During an economic downturn, punitive rates make for revenue instability. In Ending the Revenue Rollercoaster (2008), PRI’s Robert P. Murphy made the case for a flat state income tax of 3 percent. Said Steve Forbes, “A 3 percent flat tax would trigger the biggest boom in California since the Gold Rush!” And a flat income tax would help prevent the boom from being followed by a bust, our current condition.

Pasadena is a city in Los Angeles County. Famous for hosting the annual Rose Bowl football game and the Tournament of Roses Parade, Pasadena is the home of many leading scientific and cultural institutions, including the California Institute of Technology (Caltech), the Jet Propulsion Laboratory (the leading robotics and spacecraft design and manufacturing NASA center), Art Center College of Design, the Pasadena Playhouse, California School of Culinary Arts Pasadena and the Norton Simon Museum of Art. As of the 2000 census, the city population was 133,936, making it the 160th largest city in the United States. The California Finance Department estimated the Pasadena population to be 146,166 in 2005. Pasadena is the 6th largest city in Los Angeles County, and the main cultural center of the San Gabriel Valley.

Hiring Credit Program
This five year state tax credit, potentially up to $37,000 per qualified employee, for full-time or part-time employees that meet one of the twelve qualifying criteria under the Hiring Credit Program. Potential criteria includes but not limited to: previously laid off due to plant closure or downsizing, military veteran, public assistance recipient, and resident of a targeted employment area. Enterprise Zone business must obtain a Hiring Credit Voucher from the Pasadena Enterprise Zone Office.

Sales and Use Tax Credit
Allows Enterprise Zone businesses to claim a state tax credit equal to the sales and use tax paid on the purchase of qualified equipment. Qualified equipment includes assets such as manufacturing, data processing, office, audio/video, and computer equipment.
Business Expense Deduction
Enterprise Zone businesses may deduct up to 40% of the cost of qualified property purchased for exclusive use in an Enterprise Zone during the first year it’s placed in service.
Net Operating Loss
Enterprise Zone businesses may elect to carry forward 100% of their net operating loss for 15 years.
Net Interest Deduction for Lenders
Lenders can earn a deduction from income on the amount of net interest earned on loans made to Enterprise Zone businesses. Businesses looking for an edge in applying for a loan should bring this credit up with your lender.
